Texas Governor Greg Abbott announced a five‑point disclosure framework that any data center must satisfy before it can hook up to the state’s power grid. The move comes as the Lone Star State grapples with a surge of hyperscale facilities that demand massive electricity and water resources, while public sentiment toward AI‑driven infrastructure turns increasingly skeptical.
Effective immediately, the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) will audit every project in the interconnection pipeline. Projects that cannot prove compliance with the new criteria—public funding, power use, water consumption, community impact, and ownership transparency—will be denied grid access. Abbott framed the pause as a safeguard: “Texans must come first.”
The five disclosures are straightforward but carry weighty implications. First, companies must list any taxpayer incentives, ensuring that public subsidies are visible to voters. Second, they must submit detailed power‑demand forecasts and any on‑site generation plans, allowing ERCOT to balance supply and demand more accurately.
